The Seychelles Fishing Authority ensures that the fisheries sector
is well managed by offering the following services:
In order to benefit from the Agriculture and Fisheries Incentives Act 2005,
boat owners, fishermen, fish processors and exporters have to register with SFA. Registration cards are
issued to fishermen and licensed boat owners on Tuesdays and Thursdays only, from 8:00 a.m. - 4:00 p.m.,
at the cost of SR50. For licensed boat owners, the issue of the card is followed by the issuance of a
Certificate of Registration signed by the Principal Secretary of the
Department of Natural Resources. Processors and exporters are only issued with a Certificate of Registration.
Concessions includes applications for VAT, Trades tax and Excise Tax exemption on
imports by registered fishermen, boat owners, and processors. Once registered, applicants should produce a
copy of their Certificate of Registration, an invoice of the item(s) imported and the Bill of Entry.
SFA endorses the Bill of Entry and the applicant submits this directly to the Custom Officers.
Fuel Incentive Scheme
The Fuel Incentive Scheme was initiated in 1991 by SFA in collaboration with the Ministry of Finance with
the aim of reducing the operating costs for boat owners hence improving the profitability of their fishing
operations. The scheme was revised in 2005 with new rates of rebate on the cost of fuel (diesel and benzene).
Under the scheme:
Boat-owners must first register with the Seychelles Licensing Authority (SLA) for a local fishing vessel licence.
Local fishing vessel owners with a valid licence using fuel (benzene or diesel) per annum are eligible to a rebate
of SCR. 8.00 for every litre of fuel purchased.
Sickness Benefit Scheme
In June 1996, SFA in collaboration with the Social Security Division initiated a new scheme to
compensate full-time fishermen when they fall sick or are unable to work. Under this sickness
benefit scheme, fishermen receive SCR. 63.00 per day for the first 20 days they fall sick during
one year and thereafter SCR. 42.00 for each additional day for which a claim is lodged.
In order to benefit from the scheme, fishermen / boat owners have to be registered with SFA. Registration
for Praslin and La Digue fishermen takes place on an annual basis, where SFA officers are available at Baie St. Anne and La Digue District administrations.
